Windows Server 2003 Service Pack 1 Breaks RPC for ISA Server and How to Fix It (update)
Windows Server 2003 Service Pack 1 breaks the ISA firewall's RPC filter. This affects intradomain communications between the ISA firewall and the internal network, and the RPC filter''s control over secure Exchange RPC Publishing Rules.
Note:
Since the ISA firewall doesn't evaluate RPC inside SSL to SSL (or SSL to HTTP) bridged connections, this has no effect on Outlook 2003 RPC over HTTP communications.

ISA Server 2004 Enterprise Edition already includes the necessary update.
If you have already installed ISA Server 2004 Service Pack 1, you will not need to reapply it after installing Windows Server 2003 Service Pack 1.
